fix(review): clean up dynamic review copy - #1724

Summary

• remove retired fixed-reviewer presentation resources and keep the UI aligned with dynamic, evidence-driven review checks
• replace internal or misleading copy with plain, count-neutral wording across English, Simplified Chinese, and Traditional Chinese
• localize managed review batch cards without changing persisted packet identities or historical report compatibility
• add locale, fallback, task-card, consent, and report-label regression coverage

This is a focused follow-up to #1723. Historical reviewer IDs and report coverage categories remain supported; only current user-facing presentation is cleaned up.
